A unanimous Chillicothe city council approves a request to issue up to $16.5 million dollars in industrial revenue bonds.

That's part of the economic incentives that T&R Soil Service will use to build a fertilizer plant in the city's industrial park on Mitchell Avenue south of the Liberty Utilities building.

Click HERE to read and download the meeting notice and the ordinance that was approved at the October 28, 2026 special meeting of the Chillicothe city council.

The incentives that were approved during a special meeting on Wednesday (October 28) includes an office and a production facility for dry fertilizer and a crop protection and liquid fertilizer blending operation.

The ordinance that was approved says the city will own the plant and will lease it to T&R Soil Service.

The city will also grant an undisclosed amount in tax abatements.

The ordinance does not give a total value of the project or how many jobs will be created.
