City Manager Ryan Heiland said the purpose of the East Seventh Street lot is for public works operations that includes storing asphalt millings and dumping snow that is collected from the downtown area.
While the lot was a temporary location for storm debris, Heiland said it is now a place where residents drop off random garbage, tree limbs, and yard waste.
Heiland said in the last couple of years, the city has spent $68,500 dollars to remove the unwanted trash and debris.
This year's city budget included $80,000 dollars for a fence. But after the low bid for a more commercial grade fence came in at $82,286, Heiland received a quote for an eight foot tall, black vinyl fence for a little over $45,000 dollars. That would take care of the north, west, and south sides of the lot.
Heiland said a tree line on the east side would prevent vehicles from entering.
And the manager has contacted Northwest Technical School, which has property along the south side, if students could install that portion of the fence with city materials. If so, that would reduce the city's cost.
