Missouri House seeks to raise bar to amend Constitution

JEFFERSON CITY, Mo. (AP) - Missouri's GOP-led House is trying again to raise the bar for voters to amend the state's Constitution.

The House in a voice vote Wednesday gave initial approval to a plan that would require a majority of registered voters to amend the Constitution.

Currently, a majority of people who cast ballots are needed to change the Constitution. If 1 million people vote, 500,001 votes are needed to approve an amendment under the current rules. 

Republican sponsor Rep. Bishop Davidson says under his plan, an estimated 2.1 million votes would be needed to pass a constitutional amendment regardless of the number of votes cast in an election.
