Clarinda City Council approves tax resolution and new playground equipment

The Clarinda City Council met this week. Items on the agenda included having a public hearing on a proposed designation of the Agriland FS Urban Renewal Area and a contribution to playground equipment. Clarinda City Manager Gary McClarnon says the city held a public hearing for Agriland FS to approve tax incentives. 

"One of our local businesses - Agriland FS - is going to spend about $5.5 million dollars on improvements on their East Garfield Street location.  What that's going to consist of is that they are going to build a new scale house, some new green bins.  So they did come to the City and asked if we would create at tax increment financing area for them so that we can give them some tax incentives."

McClarnon says the council had to also approve of a resolution and to adopt an ordinance.

"So the council did unanimously approve that resolution to declare it a tip area.  Then in order to collect the taxes, all the property taxes, which is the next step, the City Council approved the first reading of the city ordinance and they waived the 2nd and 3rd readings of the ordinance.  Then they went ahead and adopted the ordinance at this meeting.  All of that was approved unanimously by the City Council."

McClarnon says another item on the agenda was a contribution to the Clarinda Foundation for playground equipment for a handicap accessible park.

"We just completed handicap accessible playground area.  We have some new equipment. We have some new surfacing down, too.  It's about a 6-inch foam.  The total project cost right now sits at $257,000.  The city did agree to pay for the surfacing and also to contribute the new monetary amount towards the project."

The council also approved a pay raise for the City Manager and Clerk and Treasurer, all by 1.5%.

The next city council meeting will be held July 10th to hold a public hearing regarding the proposed development with Agriland FS.
