Missouri Republican Roy Blunt's amendment to protect religious freedom under federal healthcare rules is defeated.

At issue is the federal plan that mandates religious-based institutions supply contraception. The senate voted against Blunt's measure to allow more groups to be exempt from the administration's rule, but he says the issue is not over.

Fellow Missouri senator Claire McCaskill, a Democrat, voted against the Blunt amendment to broaden exemptions under the federal contraception mandate.
