The spring-time right of passage is creating risks in Iowa as well although environmental groups are wondering if we've learned anything from the past. Marian Gelb is with the Iowa environmental council and says since the great floods of 1993 Iowa legislators have not written protections into law, but into guidelines. She points to one having to do with review of new construction of hospitals, jails, rescue, and other facilities in a 500 year flood plain. Gel says State legislation on flood plain management could yet be revived, and cities can still forge ahead with their own plans.
