Missouri senator Roy Blunt says the flooding along the Missouri is the fault of a faulty plan, not the Corps of Engineers.

Blunt points to the 2004 re-write of Missouri River management plan, saying it causes not an annual spring rise but a spring flood.

Missouri senator Claire McCaskill adds to change the Corp's plans, it will take support of federal lawmakers across the country not just those from states effected by the river.
