St. Joseph, MO (2009-06-03) The St. Joseph City Council turns down a plan to use federal money for downtown improvements.

The Community Development Block Grants would have given St. Joseph nearly half a million dollars for re-development in the downtown area.

One councilman voting against the measure pointed out road repairs might be more important than fixing up downtown.

The ordinance needed 6 votes to pass but only got 4 approvals.
