CHILLICOTHE, MO (2012-01-17)
Chillicothe's representative says the state's school funding formula is shaping up this legislative session to be another case of urban verses rural.
Mike Lair chairs the house' education appropriations committee. Lair says lawmakers are already starting to take sides based on pressure from home.
