Missouri governor Jay Nixon is explaining why he waited to propose adding 40 million dollars to his higher education budget.
That multi-state legal settlement will offset the 106 million dollars in cuts he announced for the state's public colleges and universities. Nixon says he knew about the settlement's general size for the last few months, but felt it was better to keep quiet.
