A St. Joseph man is expressing his anger with law enforcement and Heartland Health through offensive signs at various locations in the city.

As offensive and distasteful as these signs are, the city is unable to take them down because they are protected by first amendment rights. Mary Robertson, public information officer for the city of St. Joseph, says the signs meet all requirements for non-commercial signage and there is very little they can do right now.

Robertson says they have tried to reach out to the man but they received no response.
