Between Missouri River Flood devastation and the Joplin Tornado, 2011 will go down as a very expensive year for the state of Missouri.
So far 15 million dollars have come out of the general fund, but the state still owes the federal government for its share of FEMA's help in the disasters. State budget director Linda Luebbering says she's unsure how the state will balance the budget.
