JEFFERSON CITY, MO (2009-12-15) The way local governments identify blighted areas could be changing. Legislation has been pre-filed in Jefferson City for a proposed constitutional amendment that would limit the use of eminent domain in so-called "Blighted" neighborhoods.

It's sponsored by house democrat Belinda Harris. She says it's designed to protect homeowners who are working to improve their properties from having local governments give them to a developer by using eminent domain. If lawmakers approve the bill, the constitutional amendment would be placed on the November ballot.
