Fire in Elmo ruled as arson

  An investigation by the Nodaway County Sheriff's Department, the Elmo Volunteer Fire Department and Missouri State Fire Marshal's office has ruled a house fire in Elmo earlier this week an arson.  According to a report from Nodaway County Sheriff Randy Strong, 40-year-old Neil Ray Hacker was charged yesterday with 2nd degree Arson in connection with Monday afternoon's fire at his residence at 101 Hickory Street in Elmo.
