with the route planned to go through Nebraska and Kansas. Republican Congressman Sam Graves of Tarkio voted in favor of the bill and says the pipeline is important for the United State's energy supply.

Democrats have criticized the legislation as an attempt to allow a foreign company to avoid environmental review. The seven billion dollar pipeline is proposed by Calgary-based TransCanada and would carry oil extracted from tar sands in western Canada to refineries along the Texas Gulf Coast.
