Missouri senator Claire McCaskill has introduced a measure that would prevent the US Army Corps of engineers from offering to buy flood-prone properties along the Missouri River.
Letters offering federal buy-outs were discovered this summer and McCaskill has been a strong opponent of the solicitations. She says the practice is inappropriate because residents were working to save their livelihood and the offers came at a highly emotional time. If passed the amendment would ban the Corps from making offers during a flood event.
