Steele was nominated and elected to the position from his fellow city council members. He was absent at the last meeting, when long-time Savannah mayor Billy Kretzer announced he was stepping down and left the meeting. Members elected him unanimously. Steele's promotion to mayor leaves his seat open and two names were mentioned at this meeting, Ellen Bolger and Dave Ingersoll. By Savannah's rules, the mayor can appoint the seat with the consent of the council. Steele says he wants to wait until the next meeting to interview the candidates before appointing someone to his seat. The Savannah city council also amended city statutes, requiring the police chief there to file DWI report with the state. The city also paid a thousand dollars to settle a dispute with the EPA. Officials in Savannah deny there was any violation of rules, but decided to settle rather than have the expense of a court battle.
