State auditor Susan Montee says her investigation finds the city owned utilities are taking in excess charges then uses the money in the general revenue. Sighting Marceline she says the city transferred 1.3 million dollars in 2008 and 2009. An amount the auditor says is significantly more than needed to cover costs at Marceline's electrical power plant. Auditors found residents in Marceline were paying nearly 160% more for their electric bills than the average customer in a dozen other cities surveyed. They also found the city is expected to pay 44,000 a year for the next 30 years in a power purchasing agreement with a joint municipal electric commission. That agreement was left out of the city's financial statements. In total 7 cities are being sighted in the court documents as charging excessively for utility services most of them are in Southern Missouri. Marceline's city manager was not available for comment, and a call to her was not immediately returned.
