Livingston County Sheriff Steve Cox says his department got the call from the Missouri Highway Patrol that a mother in New York had called them frantic.
She had a cell phone picture of her daughter and a text message that demanded ransom or her daughter would be killed.
A deadline was attached.
Officers from the Patrol and Sheriff's office went into action and found the alleged 19 year old victim and a 26 year old man from Wheeling both safe at a house on North Fifth Street in Wheeling.
Both were arrested after investigators determined the two had allegedly hatched the plot to steal money from the woman's mother.
The Sherriff's office isn't releasing the name of the two alleged conspirators.
