Facing a massive budget shortfall the next 2 years, the Missouri Senate spent much of this session trying to shrink the size of state government.

One of the ideas was to combine the state's two education agencies- the Department of Elementary and Secondary Education and the Coordinating Board for Higher Education.

Retiring Senate President Pro-Tem Charlie Shields of St. Joseph says he thinks combining the two agencies is inevitable.

Several Missouri Colleges and Universities questioned the rationale of combining higher education oversight with elementary and secondary regulators.

Teacher's unions and other education interests were mixed on the proposal.
