LIVINGSTON COUNTY, MO (2009-09-01) The Highest Court in the State hears a case today originating out of Livingston County regarding DNA evidence.
The Missouri Supreme Court will hear oral arguments in the case of Randy Belcher VS The State of Missouri. Belcher plead guilty in 1989 to rape and was sentenced to live in prison with parole after 15 years. While he was still serving time on the conviction Belcher requested DNA testing, which was denied based on the fact the paperwork wasn't submitted properly. Belcher is arguing his 5th and 14th Amendment Rights have been violated and still wants tested. It could be several weeks before Missouri's Supreme Court issues its verdict in the case.
