Among them are several aimed at making younger drivers safer. Starting today drivers 21 years old and younger are banned from texting while driving. Also in effect is a law that says any driver under 21 will automatically be considered to have given consent to Blood Alcohol Tests if they're found to be in possession of alcohol. Have attempted to buy it, or are visibly intoxicated. Lieutenant John Hotz is with The Missouri Highway Patrol. Also going on the books today in Missouri: any driver of any age convicted of two intoxication related traffic offenses within 5 years will be banned from driving for 5 years.
