Three Diamond Development is talking with city officials about the project, which calls for 60 to 90 dwelling units.
It could also include emergency vehicle access.
The privately financed project would also be helped with tax credits from the Missouri Housing Development Commission.
Planners have met with the city and with the Director of the Andrew County Senior Center.
They say the next step is finishing a market study to make sure Savannah could support such a project.
If all goes to plan, construction could start next summer.
