Shields On Cuts

President Pro-Tem Charlie Shields says Nixon's plan to not cut school budgets if they agree to a tuition freeze sends the wrong message to other parts of the state.

The chair of the house's Higher Education Appropriations Committee echoes Shield's comments, adding his committee wasn't informed by the Governor at all before the plan was made public.

Nixon's higher education proposal has to clear lawmakers approval in the statehouse.
